First of all, great title. Your world has a lot of unique things going for it (drying spells, time gates), but as with all fantasy stories, it needs details for everything. The characters, the actions, the settings, let me see it all. I didn't know that one guy was an elf until he was actually leaving the room.

Elves are quite common place in my world. Don't just tell me what you think, show me what you mean, be my guest and write a chapter.
