The spies continued to put more L.S.D. in the milk in Detroit. There was no end in sight. The spies had orders to put drugs in the milk, they didn't have orders to stop doing it. Presumably, the drugging would go on until the directors of the experiment had seen some obvious, tangible effect on the population. If they saw mass hysteria, they would conclude that drugging all the people in an entire city caused mass hysteria. If they saw mass suicide, they would report on that. If everyone in Detroit died, they would report on that. They never said that MK-ULTRA was genocide, despite the fact that large numbers of people were being killed, they always referred to it as an 'experiment'.

The milk that was being produced at dairies all around Detroit was mostly sent to grocery stores in half-gallon milk cartons. Some of it was sent to public schools after it had been packed in half-pint cartons. The little half-pint cartons of milk were served with lunches at the school cafeterias. It was mandatory for all students to drink milk, during every lunch, because the school officials thought that it was healthy to drink milk. When the first shipment of L.S.D.-tainted milk was brought to elementary schools in Detroit, they had no idea it was coming. The teachers and school officials never dreamed that anyone would put a dangerous drug in the milk, and send the milk into a school cafateria. The effects on the students was devastating. The school was usually quiet before lunch, then at lunch time, the students went into the cafeteria and ate their lunches, complete with L.S.D.-tainted milk. About an hour after eating lunch, the students would feel the effects of the L.S.D. They would usually start screaming and crying. The sound of hundreds of students in an elementary school all screaming at the same time was extraordinary. It was like a scene from Hell. You'd see teachers coming into the classrooms with tape, trying to tape the mouths of the kids shut, to keep them from screaming. Some of the kids began to panic, and attacked each other, by stabbing each other with pencils.

In some cases, the teachers in the elementary schools drank milk that was contaminated with L.S.D., and these teachers attacked and killed several students while they were under the influence of L.S.D. At one elementary school on the east side of Detroit, so many children died that they simply piled up the dead bodies of children on the sidewalk in front of the school. The local newspapers never published a story about it. The spies had given vague warnings to all the local newspapers, TV stations, and radio stations in Detroit, so the news media was effectively censored. At one elementary school, on Detroit's east side, there were more than twenty dead children piled up on the sidewalk, near the front door of the school. They remained there for more than a week, until the bodies were disposed of. The city morgue in downtown Detroit was overflowing. They had so many dead bodies it was impossible for them to dispose of them.
